चीनी मिलो के केन्द्र ने सोचविचार कर यह प्रस्तुत किया है की (गुड के) अधीन गन्ना (नियंत्रित) करने के लिए 1966 के तहत आदेश को नियंत्रित कर उत्पाद को उपयुक्त कैन की सप्लाई के लिए सुनिश्चित किया जाएै। केंद्र सरकार ने इस कदम की सीमा उत्पादकों के लिए, जिन्होंने मिलों की अपनी पूरी छड़ी वितरित करने के लिए मजबूर किया किया की विकल्प को बेच दिया जाएगा। केन्द्र ने पहले 31 जुलाई, 2007 को यह अधिसूचित किया था की गन्ना नियंत्रण आदेश से गुड को दूर किया जाए।

बाद के कोल्हस या उत्तर प्रदेश में गुड विनिर्माण इकाइयों के लाइसेंस के लिए और स्थापित मौसम के दौरान उत्पादन सीमा केंद्र की शक्ति प्रदान की गई। कोल्हस आमतौर पर दैनिक (टीसीडी), 5,000-10,000 चीनी मिलों के मामले में टीसीडी की तुलना के साथ छड़ी के आसपास 10 टन की क्षमता को कुचल दिया है।

English Translation:

The Centre is thinking to bring back gur (jaggery) under the Sugarcane (Control) Order, 1966,in order to regulate its production to ensure adequate cane supplies to sugar mills.The move by the Centre will limits selling options to growers, who would be forced to deliver their entire cane to mills. The Centre has earlier notified on July 31, 2007 - to remove gur from the Sugarcane Control Order.

The latter empowers the Centre to license kolhus or gur manufacturing units in Uttar Pradesh and set production limits during the crushing season. Kolhus typically have crushing capacities of around 10 tonnes of cane daily (tcd), compared with 5,000-10,000 tcd in the case of sugar mills.
