उपकरणों के दुरुपयोग को रोकने के लिए जैसे- आंशिक रूप से शेयरों, परिवर्तनीय वारंट और उद्यम पूंजी कोष (वी सी एफ) द्वारा जारी की यूनिटों का भुगतान करने के लिए, सरकार की नजर एफ दी आई के नियमों को सख्त उपकरणों के माध्यम से शासन प्रत्यक्ष विदेशी निवेश पर नज़र रखना है। प्रस्ताव ने उपकरणों मे निवेश के लिए नियमो को नीचे रखा जोकि वर्तमान नीवेश नियामक - विदेशी निवेश संवर्धन बोर्ड (एफआईपीबी) में निवेश के लिए नियमों का पालन करने के लिए मंजूरी दी है। चालू वित्तीय वर्ष के पहले 8 महीने में, इन उपकरणों के माध्यम से 19 अरब डॉलर का प्रत्यक्ष विदेशी निवेश का एक बड़ा हिस्सा भारत में आया था। प्रत्यक्ष विदेशी निवेश के साथ क्षेत्रों में कुल विदेशी निवेश की गणना के समय, वारंट भी ध्यान में रखा जाना चाहिए।

English Translation:

In order to prevent the misuse of the instruments like - partly-paid shares, convertible warrants and units issued by venture capital funds (VCFs), the government is eyeing to tighten rules that governing FDI, through these instruments. The proposal will lay down the rules for investment in these instruments, which are currently cleared by investment regulator - Foreign Investment Promotion Board (FIPB). During the first 8 months of the current fiscal, a large part of the $19-billion FDI into India was routed through these instruments. At the time of calculating total foreign investment in sectors with FDI ceilings, the warrants should also be taken into consideration.
